Install weather plugin?

My weather plugin isnt listed under "featured plugins" or "my Plugins". I've installed the latest version of Yahoo Mengr, gone to the plugins gallery and located a weather plugin in the form of a zip file, which I've downloaded and extracted, but I don't know what to do with from there in order to get yahoo to display it. Hlp pls.
