Can someone please tell me a simple recipe for milk chocolate?

Just simple milk chocolate bars (like the Hershey chocolate bars that you buy from the store), not hot chocolate, cake, etc. I don't have chocolate chips and don't really want to go out to buy them, but i have cocoa powder.
