What has happened to our OZONE layer since the restriction and total banning of certain fluoride refrigerants?

mostly in and affecting the USA and our commerce? It started with the banning of propelled hairspray and slowly went on to their original target that being the A/C & Refrigeration industry. R11 and R12 were among the most stable and reliable ges and made for better lubrication and long life compressors and other equipment. I just had to purchase 30# R22 that was $58 last time, but now shot up to $172. They charged me sales tax and most of it went to the Feds on top of the tax they are collecting on the increase alone. Yes all of the price hike is going into the greedy hands of Washington with no accounting for where it goes from there. People in a lot of city and rural areas can no longer afford to have a simple repair serviced. Technicians are forced to charge as much as $50 a pound to replace refrigerant losses, a lot of systems will suffer a 6 pound loss before it gets noticed for poor performance. A repair and replacement including service charge can exceed $400. Not that long ago the charge may have been slightly less or a little more than $100, and that would have including a coil wash in and out with filter change.
