Surprise sweet sixteen for my ex (a BOY)?

Idk what I should do for myex's birthday on tuesday. He plans on staying home alone (boriiiing).. I wanna throw a surprise party for him (we've been seriously flirting, he even asked me what I would think of us trying things out again!) I'm jobless and in high school, so I have a budget of 20 dollars. I was thinking of baking him cupcakes, bringing movies popcorn, blankets and wearing cute short pj's for a movie night themed surprise party (Its most likely going to be just me and him in the house..), but I thought maybe that's boring..? Does anyone have any suggestions for improvements, or a completely diffrent FUN theme/idea? Or cheap but thoughtful gift ideas?
